¿En la meritocracia está la solución?
José Luis, en su blog Pasión por China, reproduce un extracto de un reciente artículo del periodista Rafael Poch crítico con los que menosprecian la cultura y sociedad chinas como fuentes de valiosas experiencias para hacer frente a los desafíos globales de la actualidad, en particular la consecución de un desarrollo sostenible.
Entre las tradiciones chinas que Rafael Poch menciona como útilies para hacer frente al reto medioambiental se encuentra la meritocracia. No es el único. Dentro del movimiento ecologista, no son pocos los que consideran que la democracia representativa no es el mejor instrumento para lidiar con problemas tan complejos como los medioambientales en los que es necesario tener en cuenta los intereses de unas generaciones futuras que por ser eso, futuras, no pueden participar en el proceso político. De ahí que de una forma u otra se apele al conocimiento experto independiente, a la meritocracia en suma, para la formulación de las políticas medioambientales más que al proceso democrático.
En la misma China, como nos recuerda el profesor de la Universidad Tsinghua de Pekín y blogger ocasional, Daniel A. Bell, en este artículo, influyentes intelectuales ven en el confucianismo meritocrático la base sobre la que reorganizar, en un futuro, el sistema político chino.
El más destacado de esos intelectuales es el también profesor de la Tsinghua , Jiang Qing, quien, en una publicación taiwanesa, propuso un parlamento tricameral como base de una futura organización política china. La primera cámara estaría formada por representates del pueblo elegidos democráticamente. La segunda cámara, que a nivel estatal sería la más importante, estaría formada por élites confucianas elegidas mediante un sistema de examenes competitivos parecido al que ahora se utiliza para acceder a la universidad. La tercera cámara, integrada por descendientes de Confucio, tendría como función velar por la subsistencia de las tradiciones chinas.
A Daniel Bell esta propuesta, que de momento no ha tenido más repercusión que la meramente académica, le parece en general positiva (su principal discrepancia se centra en la conveniencia de esa tercera cámara) siempre que venga acompañada de una completa libertad de prensa y de opinión que aseguren la calidad de los debates en la cámara meritocrática.
Es posible que Bell tenga razón y que el modelo meritocratico que propone constituya un avance respecto a la situación china actual, pero tengo mis dudas de que la meritocracia, confuciana o no, sea un sistema coherente.
Y es que desde el momento en que uno admite una estratificación social (y los partidarios de la meritocracia son todo menos igualitaristas) debe estar dispuesto, también, a admitir que las personas que en esa estratificación alcanzan las posiciones de mayor privilegio (aunque sea, como quiere la meritocracia, por sus propios méritos) hagan uso de esa situación para ayudar a sus hijos, amigos, etc, dándoles así una ventaja en la competición que iría más allá de la que les correspondería por sus propias cualidades, por lo que parece lógico afirmar que una meritocracia es imposible.
O como dice el psicólogo James Flynn (el famoso descubridor del Flynn effect), citado en este post de Andrew Gelman:
The case against meritocracy can also be put sociologically: (a) Allocating rewards irrespective of merit is a prerequisite for meritocracy, otherwise environments cannot be equalized; (b) allocating rewards according to merit is a prerequisite for meritocracy, otherwise people cannot be stratified by wealth and status; (c) therefore, a class-stratified meritocracy is impossible.
